Agency Overview

The role of the Australian Research Council (ARC) is to advise the Government on research funding and policy and, through its management of the National Competitive Grants Programme, to promote the conduct of research and research training that is of the highest quality for the benefit of the Australian community. 

The Council’s Mission is to Advance Australia’s capacity for quality research to the economic, social and cultural benefit of the community. 

The Government’s December 1999 White Paper, Knowledge and Innovation: A Policy Statement on Research and Research Training, identified an enhanced strategic role for the Council in contributing to national innovation, with a focus on: 

  • helping to form and maintain effective linkages between the research sector and the business community, government organisations and the international community;

  • developing and improving public understanding and appreciation of the contribution that research makes to the community; and

  • reporting on the comparative performance of Australia with other research active countries and assessments of the national return on investment in research. 

In 2001-02, following proclamation of the Australian Research Council Act 2001, further reforms to the Council’s governance and organisational structure will be instituted, as announced in Knowledge and Innovation: A Policy Statement on Research and Research Training.  These will involve the appointment of a Board, a part-time Chair and a full-time CEO.   

Under its new legislation, the Council will be required to prepare a strategic plan each year for the approval of the Minister for Education, Training and Youth Affairs, which sets out the goals, priorities, policies and strategies to be adopted by the Council in performing its functions, and indicators for assessing the Council’s performance.  The annual report of the ARC each financial year will include an assessment of the Council’s performance against those indicators.  Both of these documents must be tabled in the Parliament by the Minister.

Appropriations

The total appropriation for the Council in the 2001-02 Budget is $277.006 million.   

Through this appropriation, the Commonwealth provides funding for the National Competitive Grants Programme.  This programme comprises a range of funding schemes to support research and research training.  Funds are allocated to investigator-initiated proposals on a competitive basis via an internationally benchmarked system of peer assessment.  

For 2001-02, The Council will administer $270.099 million under the National Competitive Grants Programme. These funds will be appropriated under the Australian Research Council Act 2001

In 2001-02, the Council will receive a direct appropriation of $6.907 million from the Commonwealth Budget for its operating activities. 

Table 8.1 shows the total appropriations for the Council for 2001-02 for the planned outcome, by Administered Expenses and price of output appropriation.
