MINISTER NAMES NEW NATIONAL QUALITY COUNCIL CHAIR

The Australian Minister for Vocational and Technical Education, the Hon Gary Hardgrave MP, today announced executive director of the National Retail Association, Patrick McKendry, as the new Chair of the National Quality Council.

Mr McKendry is a nationally recognised leader in the area of industry training through his development of policy for the retail industry and his role as the industry’s national advocate on major policy issues such as industrial relations, vocational and technical education, trade practices, competition policy and skills needs.

The National Retail Association is a national body which serves the needs of retailers and the business community, advocating on behalf of and delivering business services to retailers and service organisations throughout Australia.

As executive director of the National Retail Association, Mr McKendry has been instrumental in establishing a training focus for his industry through the industry-led establishment of initiatives such as a Skills Centre for Australia’s retail and service industries.

The National Quality Council (NQC) was established in December 2005 as a committee of the Ministerial Council for Vocational and Technical Education (MCVTE), chaired by the Australian Minister for Vocational and Technical Education and comprising all State and Territory Training Ministers, as part of new national training arrangements.

The NQC brings together business, industry, employee, government, equity groups and practitioner representatives to oversee and support the current and future quality of vocational and technical education across Australia.

It reports to MCVTE on its roles in:

  • endorsing industry developed Training Packages;
  • ensuring the quality assurance aspects and successful operation of the National Skills Framework; and
  • ensuring national consistency in the application of the Australian Quality Training Framework standards for the audit and registration of training providers.


Mr McKendry will succeed outgoing Chair, Melbourne businesswoman Ms Stella Axarlis, who will step down from the role at the end of the year.

“Stella has been a valuable and tireless contributor in the development of strategies and implementing reforms to Australia’s training system over a number of years,” Mr Hardgrave said.
