GUIDELINES FOR HIGHER EDUCATION LEGISLATION RELEASED

Guidelines supporting the higher education legislation will be provided to universities today for comment.

A summary document outlining the development of each of the guidelines that underpin the Higher Education Support Bill 2003 and the related consequential provisions and transitional amendments was released today.

The document includes the guidelines for initiatives due to commence in 2004. These guidelines will be provided individually to the relevant parts of the sector for comment.

The development of the guidelines has been informed by discussions with key groups through reference groups and other consultation mechanisms that have been established to consider issues associated with the administration of particular programmes.

Further consultation and work is continuing on those guidelines pertaining to measures commencing in 2005 and 2006. As further guidelines for individual programmes are completed they will be formally released for comment.

The guidelines can only be tabled formally once the Bills have been passed by the Parliament and will be disallowable by either House of Parliament within 14 sitting days of tabling.

The higher education reform legislation is due to be debated in the Senate shortly.

It is critically important that the legislation passes this year if much needed funding and structural reform is to be delivered.

Any delay risks seriously jeopardising the long-term security of our universities and the quality of the education they are able to provide to students in the future.
