Training in English as a second language

This publication presents results from a longitudinal survey of participants in the English as a Second Language (ESL) component of the Special Intervention Program (SIP). The ESL component of SIP aimed to provide English language training to clients for whom English was a second language and who were unable to access or fully benefit from employment and training positions due to inadequate English language skills. In 1994 alone, 21,993 jobseekers completed at least one SIP ESL course.

Six months after the course

  • 28% of respondents were in employment with 14% in full-time employment and 14% in part-time employment
  • 17% were students
  • 43% were unemployed
  • 13% were not in the labour force.

The likelihood of being in employment six months after the course

  • increased with level of educational attainment
  • decreased with age
  • was higher for males
  • was higher for those who had worked in Australia before the ESL course.

Taken together, these four variables accurately predicted employment outcomes at 6 months for 61% of respondents.
