Glossary

Administered Items  All those resources administered by the Department on behalf of the Government. They may include transfer payments to the States and Territories, grants and other benefits that contribute to achieving the Government’s specified outcome. The Department does not control Administered Items.

Departmental Outputs Those assets, liabilities, revenues and expenses controlled by the Department and used to provide its goods and services, and therefore outputs to Government

EFTSU The acronym stands for Equivalent Full-Time Student Units. It is a way of quantifying numbers of student places, given that many students study part time. One EFTSU represents a standard annual full-time workload.

IES/PASS This is the management support system for New Apprenticeships Centres which were first established under the new employment market in The Department of Employment, Education, Training and Youth Affairs. Since the Administrative Arrangements Orders of 21 October 1998 The Department of Education, Training and Youth Affairs has continued to manage New Apprenticeships Centres through the systems of The Department of Employment, Workplace Relations and Small Business. IES/PASS will be replaced by the Training and Youth Internet Management System (TYIMS) from April 2001.

IES This is the identification of the mainframe application that The Department of Employment, Workplace Relations and Small Business (DEWSRB) built to support the operation of the new employment market. Through its 107 different screens, DEWSRB, Centrelink and contracted service providers can store information on jobseekers, employers, vacancies and Contracted Service Providers as well as the interactions that occur between them.

Outcomes - outputs  This is the first year The Department is reporting against an outcome -  output reporting framework. An outcome is something that the Government wishes to achieve. An output is something The Department does to achieve the outcome.

PASS This was the mainframe application used by Departmental staff to administer labour market programmes. The application was retired on 30 September 1999.

Purchaser/provider The purchaser/provider model of service delivery is becoming more common. Broadly defined, it involves two separate agents. The first is the purchaser who decides what will be produced. The second is the ultimate provider who delivers the agreed outputs. Purchaser/provider type arrangements stand in contrast to the more traditional modes of direct service delivery in the Public Service.

Resources The term, Resources, is normally used to describe funds. There are tables in this Annual Report that show the resources invested in each of the Department’s three Outcomes. That is, they show the funds supplied and expended to achieve each of the outcomes. The term, Human Resources, refers to the Department’s staff.

SAPfihre This IT application is the Department’s financial management and human resource system.

VOCED This is the name of a research database in the National Centre for Vocational Education Research. (VOCED is an abbreviation of Vocational Education.)
