14.5.2 The Rating Scale

14.5.2.1 The 5 point Rating Scale below forms an integral part of the operation of a fully functional Performance Management System. Its objectives are to provide:

(a) rating descriptions that apply consistently across DETYA as the basis for meaningful feedback which honestly acknowledge both good performance and under-performance that requires attention;

(b) the basis for pay progression; and

(c) timely identification and management of underperformance.

14.5.2.2 The Rating Scale to be applied consistently across DETYA is as follows:

Performance fully meets all and far exceeds most expectations against the performance indicators in the Agreed Performance Statement

Performance fully meets all and exceeds several expectations against the performance indicators in the Agreed Performance Statement

Fully Effective

Performance fully meets all expectations against the performance indicators in the Agreed Performance Statement

Requires Attention

Performance does not fully meet all expectations against the performance indicators in the Agreed Performance Statement

Requires Attention Processes

Inadequate

Performance fails to adequately meet any of the expectations; or fails to meet expectations to a significant degree in several areas, against the performance indicators in the Agreed Performance Statement.

Formal Underperformance Processes

Note: Pay progression does not apply if the employee is on the top pay point of the pay range applicable to the employee’s classification.

14.5.2.3 Qualitative feedback of at least half an hour must be given to justify the rating given.
