MORE INCENTIVES FOR EMPLOYERS OF NEW APPRENTICES

The Minister for Vocational and Technical Education, the Hon Gary Hardgrave MP, announced that the Budget would provide funding of $10.6 million over four years to extend incentives for employers of higher level New Apprentices in key growth areas.

Under this initiative, employers of New Apprentices in select Diploma and Advanced Diploma New Apprenticeships will be eligible for a payment of $4,000 per New Apprentice from 1 July 2006.

"The Australian public and industry is looking to the Australian Government to demonstrate leadership in responding to our skills needs and ensure that we have a skilled workforce to sustain our economic growth," Mr Hardgrave said.

"Increasingly, jobs require a higher level of training and skills. We need more graduates from our vocational and technical education system, with technical and para-professional skills which are required in contemporary workplaces."

The extension of the incentives scheme will assist employers by opening up additional training opportunities at these higher levels.

"This initiative targets highly skilled qualifications, particularly in the health and childcare areas," Mr Hardgrave said.

"The Australian Government recognises these as growth areas for employment and skills needs in the future. The incentive will encourage employers to take on and train people in these critical areas. Over the next four years, up to 10,000 more employers of New Apprentices will be eligible for the incentives for these higher level qualifications."

Why is this important?

  • Diploma and Advanced Diploma qualifications are regarded as entry level qualifications for the technical and para-professional occupations of contemporary workplaces. This initiative aims to increase participation in New Apprenticeships training at the Diploma and Advanced Diploma levels in areas critical to a skilled workforce, including health and childcare. The Certificate V and VI level New Apprenticeships that are eligible to attract employer incentives are:

  • CHC60202 Advanced Diploma of Children’s Services

  • Who will benefit?

  • Employers who require employees with Diploma and Advanced Diploma qualifications.
  • School leavers, job seekers and people wishing to change careers, who want to find Diploma or Advanced Diploma related employment, will benefit with increased numbers of New Apprenticeship positions at higher levels becoming available.
  • Particular industries such as engineering, childcare and health care that rely on people with high level qualifications will also benefit from this measure.
  • What funding is the Government committing to the initiative?

  • The Australian Government will provide $10.6 million over four years. This will be broken down as follows:
  • $1.0 million in 2006-07
  • $2.0 million in 2007-08
  • $3.1 million in 2008-09
  • $4.5 million in 2009-10
  • What have we done in the past?

  • Previously, employer incentives have been limited to Certificate II to IV level New Apprenticeships.
  • When will the initiative conclude?

  • The funding for this proposal will form part of the funding arrangements for the New Apprenticeships Incentives Programme.
  • This initiative will lapse on 30 June 2010.
