ISSUES PAPER FOR KNOWLEDGE AND INNOVATION
REFORMS

I am pleased to announce the release of an issues
paper on the Australian Government’s policy framework for higher
education research and research training.
The paper will support the consultations now under
way as part of the evaluation of the 1999 Knowledge and
Innovation reforms of research and research training. The
evaluation was announced in May this year as part of Our
Universities: Backing Australia’s Future. The aim of the
evaluation is to ensure that the policy and funding framework for
Australia’s block research funding schemes is effective and
efficiently managed.
Key areas of focus for the evaluation will be:
- the operation of the Research Training Scheme;
- the Institutional Grants Scheme,
- the Research Infrastructure Block Grants Scheme;
- the Regional Support Package;
- the role of Research and Research Training Management Reports;
and
- contestability of funding for the Institute of Advanced
Studies of the Australian National University.
A report on the outcomes of the evaluation will be
provided to the Government later this year.
I invite all those with an interest in research and
research training policy issues to examine the paper.
Consultation workshops have been scheduled for
Brisbane (20 August), Perth (21 August), Canberra (27 August),
Adelaide (28 August), Melbourne (1 September) and Sydney (2
September). The closing date for lodgement of written submissions to
the evaluation is 10 September 2003.
