Procurement, Assurance and Legal Group


Responsible for knowledge management policy and practice for the Group

  • Developing and promoting risk management policy, procedures and systems
  • Managing DEST insurance arrangements through Comcover
  • Performing financial viability assessments
  • Provision of a centralised policy and advisory service for procurement
  • Development and maintenance of the Procurement related Chief Executive Instructions (CEIs) and DEST Procurement Manual
  • Development and implementation of the Department’s procurement management information system (BUYiT)
  • Cordination of DEST procurement related reporting responsibilities
  • Developing and promoting contract management policy
  • Management of major DEST procurement contracts (eg, printing, travel)
  • Management of litigation and external review matters involving the Minister and the Department before Courts and tribunals
  • Managing enquiries and investigations from the Ombudsman, Privacy Commissioner and the Human Rights and Equal Opportunity Commission
  • Providing advice about administrative law, staff disciplinary matter, requests from Parliament for access to information and privacy and freedom of information matters
  • Responsible for management of the Department’s legislation programme in consultation with programme areas
  • Preparing drafting instructions, explanatory memoranda and settling bills and regulation
  • Coordinates DEST input for the Federal Register of Legislative Instruments, Treaty Action Reports, Regulation Reporting, National Competition Policy Reporting, Administrative Arrangements Orders
  • Provide general legal advisory work
  • Each section is responsible for providing services to different parts of the portfolio
