DEST's Workforce Capability Framework

DEST Capability Framework to establishes a shared understanding of the capabilities critical to DEST's success and the development of our culture.  The framework reflects the different capabilities required at different classification levels and importantly establishes core capabilities required of DEST employees. 

DEST's Capability Framework provides a common language and consistency in approach to people management.  It is a tool that can be used to:

  • improve workforce planning by identifying the gap between the capabilities required to achieve current and future business objectives and the current capabilities
  • inform the development of  organisational learning and development strategies
  • ensure that recruitment and selection meets organisational capability requirements
  • assist performance management planning and discussions
  • aid career management through personal career planning, or in the provision of advice to staff on career progression and development.

The Framework is aligned with the Australian Public Service Commission’s Integrated Leadership System which DEST has used for SES recruitment and performance management. The 2005-08 Strategic Plan has been an important point of reference and the Capability Framework reflects DEST’s goals, strategies and culture.
 
The framework is a ‘living document’ and will be continually reviewed and updated to ensure its relevance to DEST, our people, and our needs.
