A comprehensive market testing process in the Department of Education, Training and Youth Affairs (DETYA) has found that DETYA employees should continue to deliver the provision of human resource (HR) services.
The market testing is in response to the Government’s decision of November 1999 requiring all Commonwealth agencies to progressively market test their departmental services, commencing with corporate services, to identify the most cost effective means of supplying these services.
The market testing process had shown that continued delivery of HR services by DETYA employees achieved the best overall value for money.
DETYA’s HR services cover HR strategy/policy as well as HR support services including payroll processing. A number of HR services which are already outsourced to external providers including learning and development activities and employee assistance support will continue to be delivered in line with existing contract arrangements.
Future market testing of HR services will be re-examined when the Department contemplates the replacement of its current Human Resource Management Information System (HRMIS) which is not expected for up to five years.
In respect of other corporate services, DETYA is currently undergoing market testing of its financial services and is currently conducting contract negotiations as part of the re-tendering of its property and related services which are already outsourced.
