Performance Improvement Cycle (PIC) Review - Human Resource Services Market test

DETYA’s PIC Review commenced in July 1999.

In November 1999 the Government made it mandatory for all Commonwealth agencies to progressively market test their activities, commencing with corporate services.

1. The Objective

To identify the most cost effective means of delivering the Department’s corporate services.

2. What is the outcome of the HR Services market test ?

Delivery and management of HR services are retained in house.

3. DETYA ‘HR Services’ includes the following functions:

  1. HR Services Development
    1. HR policy and initiatives
    2. HR strategic planning
  2. HR Services Implementation
    1. recruitment, selection and induction
    2. performance management (including learning and career development)
    3. remuneration, rewards and recognition
    4. HR systems and structures, including maintenance and development of SAP HR Systems and active directories
    5. workplace care, including occupational health and safety, workplace diversity and case management
  3. HR Services Compliance and Facilitation
    1. manage existing contracts (eg: learning and development, salary packaging)
    2. gather, coordinate and or present information for mandatory and legislative reporting and information provision (eg: Annual Report, State of the Service Report, Workplace Diversity)

NOTE: Workplace Relations functions were deemed outside the scope of the functions of the RFT

 

4. Have DETYA employees been consulted throughout the market testing process?

The Department’s Certified Agreement, voted for by employees in October 2000, provides for the establishment of a communication framework for effective consultation with employees on matters affecting them. In accordance with this DETYA ensures that key stakeholders, including employees, are informed and consulted at each key stage of the market testing process.

  • DETYA’s particular circumstances and needs
  • 6. What services will DETYA be market testing next ?

    DETYA is currently market testing its Financial Services which will be completed shortly. DETYA is currently conducting contract negotiations as part of the re-tendering of its property and related services which are already outsourced.
