This discussion paper examines the merits or otherwise of changing the current arrangements for responsibility for higher education. This discussion paper explores in greater detail the issues raised in the initial discussion paper released in December 2004 (see below). In addition, it takes into account the findings of two reports expressly commissioned by the Australian Government.
