The revised National Protocols for Higher Education Approval Processes were developed following extensive consultation with the higher education sector, including:
The outcomes of this consultation process informed the recommendations of the Joint Committee on Higher Education (JCHE) for changes to the National Protocols, which were considered by the Ministerial Council on Education, Employment, Training and Youth Affairs (MCEETYA
) in November 2005.
MCCETYA agreed to a framework for the revised National Protocols, and an extract of the relevant MCEETYA resolutions can be viewed here
. MCEETYA asked the JCHE to undertake further work on aspects of this framework and develop a revised set of National Protocols for consideration at the next MCEETYA meeting in July 2006.
The JCHE was keen to ensure that there was an opportunity to receive feedback directly from those interested and to this end sought written comments on a draft of the revised National Protocols that was developed by Dr Sue Johnston of PhillipsKPA. A second national workshop was held in Melbourne in April 2006, and was attended by approximately 75 representatives of universities, private higher education providers and peak bodies. A number of changes to the draft were made following consideration of feedback from the sector, and the revised National Protocols were endorsed by MCEETYA in July 2006.
The National Protocols will next be reviewed no later than 2012.
