All applications must be submitted on the 2008 CDP Application Form by 12 December 2008. Before submitting an application, applicants are advised to carefully read the user instructions located on the front page of the Application Form and the 2008 Administrative Information for Providers (AIP).
Applications must be endorsed by the HEP’s Chief Executive Officer (usually the Vice-Chancellor) to be eligible for assessment.
An electronic copy (in Word format) and a signed paper copy of the Application form are required. The electronic copy of the Application Form must be emailed to cdp@deewr.gov.au and received by no later than 5:00pm Australian Eastern Standard Time on 12 December 2008. Please ensure that the University is clearly identified in the subject line of the email, and that the file is named as follows “University–Campus–Title-CDP08”.

Late applications will not be considered for assessment except when it is clear that the cause of the lateness was beyond the applicant’s control and where DEEWR is satisfied that the integrity and competitiveness of the assessment process will not be compromised. The CDP Program Delegate will decide whether late applications will be considered for assessment or not.

CDP funding for one year or two year projects is awarded on a competitive basis. Funding is usually announced several years in advance of the grants being paid. Proposals are sought in one competitive round held annually. Applications for funding under the CDP program are assessed by the Department on a competitive basis against published assessment criteria.
Assessments will be made by DEEWR. DEEWR may seek comments on applications from State/Territory Governments or other Australian Government agencies.
Applications will be considered by DEEWR in a two stage assessment process. In Stage 1 the following will be considered:
- whether the application is aligned with the Australian Government’s objectives and priorities for the CDP Program as set out in Chapter 4 of the ‘Other Grants Guidelines’; and
- whether the application provides sufficient information against the assessment criteria set out in the Administrative Information for Providers (see Section 3.4 of the AIP) to enable detailed assessment.
Applications that satisfy Stage 1 requirements will proceed to a detailed evaluation against the assessment criteria (see Section 3.4 of the AIP) in Stage 2.
The Department makes recommendations to the Minister for Education who will approve grants and grant amounts having regard to, but without being bound by, the Department’s recommendations.

The Capital Development Pool (CDP) Program provides funding to eligible higher education providers to encourage:
(i) development of, or on, new campuses in suburban growth corridors and regional centres. Priority will be given to projects which support greater collaboration:
-
between higher education providers;
-
between higher education providers and vocational education and training providers;
-
between higher education providers, other organisations and the private sector;
(ii) capital developments that:
(iii) information and communications technology infrastructure projects which improve the cost-effectiveness and quality of educational delivery, for example:
-
by improving the efficiency of the higher education provider’s infrastructure, or
-
by providing access to education and research networks;
(iv) the building or major refurbishment of capital infrastructure for student amenities *;
(v) the rebuilding or restoration of campus facilities in circumstances which are, in the view of the Minister special and extraordinary; and
(vi) capital developments which the Minister considers are priorities for particular higher education providers.
The CDP Guidelines and Administrative Information for Providers (AIP) are updated annually and provide further details on the allocation of CDP grant funding. The CDP is a program specified in Chapter 4 of the Other Grants Guidelines (Education) 2008 (made under section 238-10 of the Higher Education Support Act, 2003).
