Workplace Reform

The Workplace Relations Act 1996 provides a range of flexible arrangements for workplace relations. The Government encourages universities to take advantage of those flexibilities to meet the needs of individual institutions.

Higher Education Workplace Relations Requirements (HEWRRs)

The previous Government implemented the Higher Education Workplace Relations Requirements (HEWRRs).  Higher education providers need to comply with these requirements and the National Governance Protocols in order to be eligible to receive increased levels of Commonwealth Grant Scheme funds.

Higher Education Workplace Relations Requirements (HEWRRs) – Guidelines

On 8 May 2006 the former Minister for Education, Science and Training, the Hon Julie Bishop, and the former Minister for Employment and Workplace Relations, the Hon Kevin Andrews, jointly announced amendments to the Higher Education Workplace Relations Requirements (HEWRRs), making them consistent with the broader workplace relations reforms.

The amendments are of a technical nature and reflect the changes made by the Workplace Relations Amendment (Work Choices) Act 2005. They do not reflect a change in policy. As a result of Work Choices, amendments needed to be made to paragraphs 7.20.2, 7.20.15, and 7.25.5 of the HEWRRs component of Chapter 7 of the Commonwealth Grant Scheme (CGS) Guidelines.

The amended guidelines have been registered on the Federal Register of Legislative Instruments as Amendment No. 6 to the CGS Guidelines and came into effect on 22 July 2006. The Guidelines will be tabled in Parliament at the commencement of the 2006 Spring Sitting.
