Indigenous Education and Training 2005-2008

Funding of $2.1 billion for Indigenous Education to pre-schools, schools, tertiary education providers and Indigenous students (including through ABSTUDY), has been allocated over the 2005 – 2008 quadrennium.

The Indigenous Education and Training programmes administered by the Department of Education, Employment and Workplace Relations are built upon the foundation of the National Aboriginal and Torres Strait Islander Education Policy (AEP).  The Australian Government, along with all State and Territory governments, endorses and promotes the 21 common and agreed National Goals of the AEP.

The 21 goals of the AEP form the basis of the Ministerial Council on Education, Employment, Training and Youth Affairs (MCEETYA) eight priority areas for Indigenous education and training.

Since 2001, the Department has produced an annual National Report to Parliament on Indigenous Education and Training which has shown that significant progress has been made over the fifteen years of  the AEP.  For example, Years 3 and 5 reading and numeracy benchmark data indicates a slow, steady improvement in outcomes.  Indigenous students are also being retained to Year 12 at a greater rate, and are increasingly going on to participate in vocational education and training and higher education.

Despite these improvements, unacceptable disadvantage remains.  Gaps persist between outcomes for Indigenous and non-Indigenous students across the education and training sectors.  The Australian Government's Indigenous education and training programmes are supplementary to mainstream funding, and are intended for strategic interventions that will accelerate improvement in Indigenous student learning outcomes.  Accordingly, in 2005-2008 the Australian Government will focus its activities more closely on:

  1. requiring education and training providers to report on how their responsibilities for Indigenous education and training are being met through funding sources other than the Act - including funding from the Schools Assistance (Learning Together - Achievement Through Choice and Opportunity) Act 2004 and other Acts having similar purposes;
  2. directing Australian Government resources towards those areas that have the greatest need, particularly remote Australia where gaps between Indigenous and non-Indigenous student outcomes are at their widest; and
  3. directing Australian Government resources toward programmes and projects which have demonstrated their effectiveness in the past.

The Indigenous Education (Targeted Assistance) Act 2000 You are now leaving the DEST website provides the legislative basis and appropriates funding for the Indigenous education programmes.

  • English as a Second Language - Indigenous Language Speaking Students (ESL-ILSS)

English as a Second Language - Indigenous Language Speaking Students (ESL-ILSS) makes funding available to providers who are educating Indigenous students from a non-English speaking background undertaking their first year of formal instruction in English.  Funding is a once only per capita entitlement based on eligible student numbers.

  • Supplementary Recurrent Assistance (SRA)

Supplementary Recurrent Assistance (SRA) provides supplementary per capita funding to education providers across the preschool, school and vocational education and training (VET) sectors.

  • Indigenous Education Projects - Capital and Non-Capital

Project funding may be approved for capital and non-capital projects which clearly demonstrate that they will advance the objects of the Act and thereby the goals of the AEP.

  • Short Term Special Assistance (STSA)

Short Term Special Assistance (STSA) provides assistance to providers in short-term emergency situations which cause severe temporary financial difficulty.

  • 'Mixed-mode' Away-from-Base Assistance (AFB)

Away-from-Base (AFB) assistance provides funding for travel, meals and accommodation while a student (or staff member) is away from their normal place of residence as part of a 'mixed-mode' course of study.  A 'mixed-mode' course is a nationally accredited course that is delivered through a combination of distance education and face-to-face teaching for students who are based in their home communities and undertake occasional intensive study periods on campus.

  • Parent School Partnerships Initiative (PSPI)

As part of the Whole of School Intervention Strategy, the Parent School Partnerships Initiative (PSPI) focuses on the implementation of creative approaches to improving the educational outcomes of Indigenous school students.  It encourages parents of Indigenous students, Indigenous communities and schools to work together in partnerships to address local barriers to education.  The PSPI supplements mainstream education services and programmes and may provide a mechanism for capacity building in Indigenous communities to enhance learning outcomes of Indigenous students.

  • Homework Centres (HWCs)

As part of the Whole of School Intervention Strategy to improve the educational outcomes of Indigenous school students, Homework Centres can provide a supportive environment for Indigenous students to complete their homework and to study.  Homework Centres are designed to supplement other school strategies to improve the educational outcomes of Indigenous students.  They are usually set up in a school classroom, library or other school building and are supervised by personnel drawn from Indigenous communities and from schools.
