The Indigenous Youth Mobility Programme is part of the Australian Government’s Indigenous Australians Opportunity and Responsibility commitment.
Through the IYMP, Indigenous young people (aged 16-24) from remote areas can, with the support of their families and community, relocate to one of the IYMP Host Locations in Cairns, Townsville, Toowoomba, Newcastle, Dubbo, Canberra, Shepparton, Adelaide, Perth or Darwin to complete the qualifications they need to obtain sustainable employment. Pre-vocational training, Australian Apprenticeships, Certificate courses delivered through Registered Training Organisations and some tertiary pathways including those leading to qualifications in nursing, teaching, accounting and business management are the focus of IYMP in recognition of a high demand for these skills in remote communities.
Although IYMP Participants may study at any Australian Qualification Framework (AQF) level; to ensure that IYMP Participants have the best possible chance of sustainable employment, the IYMP aims to assist them to achieve a Certificate III or higher qualification during their time with the programme.
The IYMP will support the development of local economic and employment opportunities for young Indigenous Australians living in remote areas. The objectives of the IYMP are to:
- improve access to training and employment opportunities in major centres for young Indigenous Australians from remote communities;
- increase the options for young Indigenous Australians from remote areas to participate in accredited training and/or higher education;
- increase the number of Indigenous people employed in occupations in particular areas of community need such as trades, nursing, accountancy, business management and teaching; and
- support the economic development in remote communities by building the capacity of local Indigenous youth to take up skilled jobs in their communities.
To receive assistance under this programme, a young Indigenous person must be from a community that lies within the ARIA Remoteness regions of Very Remote, Remote or Outer Provincial. In addition they must generally be:
- aged between 16 and 24 years upon commencement of IYMP; and
- supported by his or her family/ community as needing to relocate from a remote community in order to access nationally accredited education and training and a robust labour market.
IYMP Safe and Supported Accommodation
Safe and supported accommodation is provided by Aboriginal Hostels Limited (AHL) in each IYMP host location. All IYMP Participants who are under 18 years of age will be expected to stay in IYMP accommodation provided by AHL, while those young people who are 18 years or over are expected to stay in the IYMP accommodation for at least the first six months of their participation in order to settle into the IYMP. IYMP participants pay a tariff and receive safe and supported accommodation. Typically such accommodation is in group houses with live in house managers who ensure the environment is safe, comfortable and conducive to learning.
IYMP Training and Employment Services
IYMP participant’s progress is case managed by IYMP training support providers who assist them with career guidance, facilitation into training, mentoring, maintaining contact with home and other support.
IYMP Training and Employment Service Providers as a minimum:
- select and prepare applicants for relocation to the relevant host location;
- develop IYMP training plans and co-ordinate the higher education, vocational education and training and apprenticeship opportunities for each participant;
- provide case management, mentoring and ongoing support to maximise the chances of participants achieving the qualifications they seek;
- undertake all project management functions; and
- facilitate a local support team for participants in the relevant host location with Aboriginal Hostels and other key stakeholders.
