ESOS Act 2000 Evaluation Reforms


The ESOS Act 2000 includes a legislative requirement for the Minister to cause an evaluation to commence within three years of it coming into effect.  PhillipsKPA was selected through an open tender process to undertake the evaluation.

PhillipsKPA began the evaluation in June 2004. On 10 June 2005, the Minister released the evaluation report.

Consultation with stakeholders was a key part of the evaluation. 

Around 60 written submissions were made and nearly as many consultation sessions were held.  Feedback was received from: education and training providers, including public and private sector peak bodies and individual providers; student associations; state and territory government education and training agencies; Tuition Assurance Schemes; Australian government agencies, and other interested people.

The Report:

  • is a comprehensive assessment of the ESOS regulatory framework;
  • recognised ESOS as a sound foundation for regulating the provision of education to overseas students;
  • emphasised that there is broad support from industry for the ESOS Act;
  • made 41 recommendations to improve the ESOS framework.
