Research Quality

The Australian Government announced on 21 December 2007 that it would not be proceeding with the former Government’s Research Quality Framework (RQF) project.

In light of this decision material regarding the RQF has been removed from the website.

However, as institutions are aware progress reports still need to be submitted for funding obtained under the Australian Scheme for Higher Education Repositories (ASHER) program and the Implementation Assistance Program (IAP).  The templates for these progress reports can be found below.

ASHER and IAP


While the Australian Government has announced the cancellation of the RQF it has confirmed that the 2008 funding for the RQF project under the ASHER program and the Implementation Assistance Program (IAP) will still be received by universities.

Institutions will be aware that it is a condition of the grant for the ASHER and IAP programs that institutions provide management reports on progress towards the outcomes of the project as well as an income and expenditure report.  The first of these reports was due to be submitted to the Department by 28 January 2008 for the reporting period ending 31 December 2007.  However, in light of the Government’s recent decision, the first report is now due on 11 February 2008.

The ASHER program will provide $25.5 million over three years to support the installation or upgrade of digital repositories for use in the RQF as well as technical and administrative support for digital repositories. 

The program also supports the development of the Accessibility Framework, which was announced as part of the 2004 Backing Australia’s Ability: Building our Future Through Science and Innovation, and aims to make available to researchers and the general community information about research and how to access it. 

As part of the Conditions of Grant for an Approved Initiative under ASHER the Australian Scheme for Higher Education Repositories (ASHER), institutions are required to submit both a Progress Report and an Income and Expenditure Report every six months. 

Reports for the period ending 30 June 2008 are due to be submitted to DIISR by 28 July 2008.

The IAP program provides support to assist eligible higher education providers (HEPs) to implement new data and reporting requirements.
