DEEWR Submission to the Review of the National Innovation System
This publication presents the DEEWR submission to the Review of the National Innovation System being undertaken by the Department of Innovation, Industry, Science and Research.
Abstract
This submission defines innovation as the creation of new ideas, processes and products, their dissemination and absorption. As a consequence of the modern economic system, innovation is considered to be inextricably linked to the skills of individuals. Given the portfolio responsibilities of DEEWR, this submission focuses on the two-way linkages between innovation activity, on the one hand, and education and training at all stages of the lifecycle, employment and workplace relations and social inclusion, on the other hand.
This submission presents a number of principles and process that should underpin the participation of the public sector in innovation (such as fitness-of-purpose, risk management or transparency). DEEWR supports the development of future national research priorities with innovation as one of their foundation principles and which reflect individuals’ lifecycle needs for education, training and workforce participation.
