National research infrastructure taskforce: discussion paper

This discussion paper identifies a number of key issues and strategic options in the National Research Infrastructure Taskforce’s development of a National Research Infrastructure Strategic Framework, to inform government investment in research infrastructure for universities and publicly funded research agencies.

Abstract The Minister for Education, Science and Training established the National Research Infrastructure Taskforce to develop a National Research Infrastructure Strategic Framework.  The aim of the Framework was to inform government investment in research infrastructure for universities and publicly funded research agencies.  The Taskforce established processes to engage the research community in its work, by way of consultations and encouraging submissions.  The submissions and the Taskforce’s initial consultations have informed the development of this discussion paper.  The discussion paper identifies a number of  key issues and possible strategic options, including: the importance of research infrastructure; the need for an integrating structure; linking infrastructure strategies with research strategies; the need to plan and prioritise; funding for research infrastructure; infrastructure funding programme provisions; the need for commitment to research infrastructure funding programmes; potential for Australian Government and State/Territory Government collaboration; acquisition and development of research infrastructure; research infrastructure management; and access and charging regimes.  Following the release of this discussion paper the Taskforce will undertake further consultations to strengthen and shape its views prior to the finalisation of its National Research Infrastructure Strategic Framework.
