Capital matters: an evaluation of the Commonwealth's Capital Grants Programme for schools

This report presents the findings from an evaluation of the Commonwealth's Capital Grants Programme (CGP) for schools which was undertaken during 1998 and 1999 by Research and Evaluation Branch in consultation with the Capital Grants Section of DETYA.

Abstract

The aim of the evaluation was to examine whether the CGP has been effective in addressing the Government's objectives and thereby improved the capital infrastructure of Australian schools.  Specifically the evaluation undertook to: 1. Review the extent to which the infrastructure of Australian schools is adequate for today's curricular requirements; 2. Examine the allocative and administrative efficiency of the programme; 3. Provide an overview of the Commonwealth's role in the funding of school infrastructure; and 4. Comment on the overall appropriateness of the programme.

The report is based on information from the Department's own sources as well as work undertaken by two consultants.
