Australia’s Science and Technology Priorities for Global Engagement [PMSEIC working group report]

This report was prepared by an independent working group for the Prime Minister’s Science, Engineering and Innovation Council (PMSEIC) and was presented at the 16th meeting of PMSEIC on 8 December 2006.


Abstract

This report was prepared by an independent working group for the Prime Minister’s Science, Engineering and Innovation Council (PMSEIC) and was presented at the 16th meeting of PMSEIC on 8 December 2006.  The views expressed in the report are those of the working group, not necessarily those of the Australian Government. The working group was established to provide advice on how Australia can ensure best value from its global engagement.

The report concludes that Australia’s overall scientific capacity is strong and has historically made a substantial contribution to both Australian and international science, but is at risk of falling behind. This is in part due to limitations in our capacity to participate in international projects of significance to Australia. It is also affected by the increasing difficulty we face in attracting and retaining talent in sufficient volume to maintain our international standing. The report identifies Australia’s current science and technology strengths, as well as emerging areas of importance to Australia, and recommends strategies in four areas:

  • Participation:  mechanisms for an effective global engagement
  • People: barriers that inhibit scientists and engineers from effective participation
  • Partnership: establishment of global and bilateral partnerships
  • Promotion: promotion of Australian science to the world.
