Dr Helen Kimberley is currently the Executive Director of the independent, not-for-profit Equity Research Centre, an Industry Advisory Body whose primary purpose is to promote equity and inclusiveness in post-compulsory education, training and employment through undertaking and promoting the findings of social and educational research. She has more than 20 years’ experience in the VET sector ranging through policy development, research and evaluation, curriculum development and program delivery. Helen’s current and past experience includes:

Experience:
Bonnie has worked at the Equity Research Centre since 2006 and has undertaken a number of VET related projects in that time. Previously Bonnie worked for over eight years as a teacher/trainer/resource developer in the adult education sector. Students came from a range of educational, cultural, religious, personal and social backgrounds and equity issues were central to all aspects of course planning, delivery and the preparation of training materials. Bonnie has experience in the preparation of AQTF policies and procedures documentation for an industry RTO, which was audited with no issues. In 2005 Bonnie presented the ‘Course in Introduction to Community and Event Volunteering (21571VIC)’ in the lead up to the Commonwealth Games. The course material included assessments which required large amounts of reading and written answers, which were not suitable for the student group which consisted of students with literacy problems or whose first language is not English or students with chronic and mental illness issues. Bonnie devised activities and presentation methods that enabled all students to participate fully, while not undermining the validity of the information, the assessments or their competency. Bonnie believes that this is an important factor in successful delivery of training in the VET sector.

Experience:
My background is as a researcher and policy developer and I have worked in the vocational education sector since 1996, commencing as a Senior Project Manager with CREATE Australia. My role at CREATE was to develop and implement the Entertainment Industry Training Package (CUE99).
I established my own consultancy business in 1999 and since then have worked on a variety of projects including equity evaluations of Training Packages, RTO registrations and course accreditations, project management of the Identification of Skills Gap project (ANTA), NCVER systematic literature review, development of VET training courses and resources and many other projects.
I have been an equity evaluator since 2001 and have evaluated numerous Training Packages. My most recent equity evaluations were for the Construction and Racing Training Packages. I also carried out employability skills analyses and quality assurance for these Packages.

Jana Scomazzon has many years experience working on VET research, development and consultation projects that inform her work as a DEEWR holistic QA, editorial and equity panellist.
In her role on the Editorial Panel since its inception in 2002, Jana has applied in-depth knowledge of the Training Package Development Handbook to numerous Training Packages in a range of industries (Service Skills Australia, Construction and Property Services ISC, Agri-Food ISC, Government Skills Australia, Innovation and Business Skills Australia).
Jana has written endorsed (units of competency) and support (learning resources) material for Training Packages and, having also taught adult learners, is aware of the requirements of units of competency and qualification packaging to meet learner, practitioner and industry needs. Her broader VET project work means that she is familiar with best practice around research, consultation and validation.
Jana is currently involved in assisting ISCs with their continuous improvement process, and is familiar with appropriate and effective Training Package development processes and Training Package endorsement process requirements.
She has worked recently on projects related to compliance with the AQTF 2007 as well as having undertaken national strategic work in the area of language, literacy and numeracy for the past ten years.

Miles Morgan Australia
Experience:
Miles Morgan is a small company with 14 years experience in the provision of VET and employment research, evaluation and policy development services, including those designed to ensure that education and training policy and practices respond to the needs of those who have traditionally been at the margins of education, training and the labour market.
As a member of the previous ANTA equity panel, Miles Morgan has provided advice on a number of Training Packages over the last 5/6 years. Christine has recently been invited to participate as an auditor in the trial of the Excellence Criteria (part of AQTF 2007), and has completed updating a suite of publications on quality assessment for the WA Department of Education and Training. She has also managed two projects in the last six months: one on employability for newly arrived migrants and the other for people with disability and high support needs. Her most recent public sector role was as the Executive Director with responsibility for VET and for employment policy, in South Australia. From 2005 - mid-2007, Christine was the South Australian representative on the Australian Quality Council. In these roles, Christine was closely involved in all aspects of Training Package development, review and endorsement.

Tina is an independent consultant who has been involved with quality assurance activities for 20 years in the VET, disability services and manufacturing sectors and worked with Training Packages for 8 years. She has completed research, resource development, professional development and training delivery projects with ITABs and public, private, ACE and enterprise based RTOs. Tina currently works with a number of organisations that deliver training, employment and personal support services to people with a disability.

Experience:
Training Package developers require access to accurate advice about equity to ensure inclusivity is built into VET. I believe I can provide this, and can assist ISCs in building their own internal capabilities—with a straightforward practical approach based on my solid VET knowledge. My interest in, and commitment to, equity has been ongoing throughout my career in VET, and before that in other roles. My experience includes:
- 2006 project to analyse implications of the Disability Standards for Education 2005 on the NQC and Industry Skills Councils (ISCs).
- Develop a good practice guide, and review and update Training Package Development Handbook, edits on the Handbook in 2007 for web application—including bringing in revised equity text from the above project.
- Direct work with RTOs—providing them with sound text for equity issues for their AQTF policies and procedures.
- 2005 project to review the Equity Advisory Service (EAS) and propose options for future operation of the service.
- For three years in the early 1990s I was a TAFE Equal Opportunity Manager providing a focus for organisational change with an equity focus—including organisational research, policy-development, capacity building, professional development, counselling, and directly handling any discrimination complaints.
