The new national training arrangements: “Skills for Australia – New Directions for Vocational Education and Training”. The Directions paper was released by Ministers Nelson and Hardgrave on 19 February 2005. The Paper sets out possible models for the future operation of the national training system from July 2005 when functions of the Australian National Training Authority transfer to the Department of Education, Science and Training.

The purpose of the joint Transition Agreement is to outline:
- The arrangements for the transfer of business from ANTA to DEST;
- How we communicate;
- How we deal with staffing matters;
- The respective responsibilities of ANTA and DEST during the transition;
- How to monitor and measure the progress of the transition; and
- Arrangements for winding-up ANTA as a statutory authority.
The Department of Education, Science and Training will undertake targeted consultations with key training stakeholders in February and March 2005. A list of organisations that will be invited to participate in consultations is provided below.

The consultations will inform the Australian Government on preferred models for governance and accountability, regulating for quality and maintaining industry leadership. The outcome of the consultations will contribute of the final content of legislation and the Commonwealth-State Training Funding Agreement.
