National Centre for Vocational Education Research Review Implementation Action Group

On 19 December 2005, the Minister for Vocational and Technical Education, the Hon Gary Hardgrave MP, announced the review of the National Centre for Vocational Education Research (NCVER) research and statistical services.  An independent consultant, Dr Neil Johnston AO, was appointed through a competitive process to undertake the review. 

The report of the Review of the NCVER research and statistical services was officially released by Minister Hardgrave, on 19 May 2006. 

At the MCVTE meeting on 9 June 2006, Ministers agreed to establish an action group to work through the recommendations in the final NCVER Review report.  The action group would also develop an implementation plan for reporting to Ministers by the next MCVTE meeting on 17 November 2006.

Purpose of the Action Group

The purpose of the action group is to:

  • work through the recommendations detailed in the report, and
  • develop an implementation plan for reporting to Ministers.

The implementation plan is to include advice on monitoring the implementation plan.

The draft implementation plan is to be presented to the National Senior Officials Committee (NSOC) on 13 October 2006 and thereafter to MCVTE on the 17 November 2006. 

To achieve these deadlines a work plan has been established:

Membership of the action group, as per the protocol, will include representation from the Australian Government, State and Territory governments, industry and relevant client groups.  The committee will be chaired by Mr Michael Stevens, Deputy Secretary of the Tasmanian Department of Education.

Industry membership on the previous Review Committee was Australian Industry Group (Doug Wright), and Council of Small Business Organisations of Australia (Robert Mallett).  In addition to these members, the National Industry Skills Councils will nominate additional industry representatives and NCVER were also invited to nominate representatives to join the group.  Other stakeholders representing both key client groups and stakeholders have also been invited to join the taskforce.

The Action Group will be established for a fixed term starting immediately up to beginning December 2006. 

The proposed steps of the action group are outlined below.

  • Initial meeting of the action group to ensure a consistent understanding of the recommendations and to discuss preliminary responses to the recommendations.
  • Development of an implementation plan to take forward the recommendations from the review.  The implementation plan will include comments on feasibility and approach to implementing the recommendation, the steps involved, areas of the training system responsible for implementation and monitoring arrangements.
  • Validate the draft implementation plan for circulation to NSOC and MCVTE.

The action group will hold an initial face-to-face meeting with a subsequent meeting to allow action group members to discuss the proposed process and the structure of the implementation plan.  The initial meeting will be to work through the recommendations in the report and to assign lead agency status.  A teleconference may be held to review the implementation plan for presentation to NSOC and MCVTE.

The action group will be supported by a small secretariat from the Department of Education, Science and Training.

Stakeholders from industry will be nominated by the National Industry Skills Committee.
