Scope of registration

When an organisation first applies to become a registered training organisation (RTO), it is required to state:

  • which full, or part, Australian Qualifications Framework (AQF) qualifications it proposes to issue
  • whether it wishes to be registered to:
    - provide either training delivery and assessment services or
    - assessment services
  • where it intends to deliver or assess the training (states, territories and overseas).

The state or territory registering body audits the organisation’s ability to offer these specified services or ‘scope of registration’.

Once registered, the organisation can provide the services outside the state or territory of registration without additional registration. However, when this occurs, the RTO must notify its registering body within 21 days of starting or ceasing interstate or overseas delivery and/or assessment. The registering body is then required to update the information on the National Training Information Service.

An RTO must comply with legislative and occupational licensing requirements wherever it operates.

To change its scope of registration, an RTO must apply to its state and territory registering body.

An RTO that offers services to overseas students in Australia must also be listed on the Commonwealth Register of Institutions and Courses for Overseas Students. State and territory registering bodies can advise on the additional requirements for this listing.
