Among the groups who face particular disadvantage are:
- people with a disability
- Indigenous people
- women
- people from non-English speaking backgrounds, and
- people in rural and remote areas.
Two national five-year strategies with implementation blueprints have been developed for two of these groups:
Each year, a range of equity projects across Australia are funded and these seek to promote good practice and achieve better access, participation and results for all learners. Funds are allocated to each state and territory training authority to manage these projects.
To progress effective engagement in the new national training system for all clients, particularly disadvantaged groups such as Indigenous Australians and people with a disability, an Action Group is proposed to develop appropriate arrangements. The Action Group is to consult with client groups in developing these arrangements. The new national client advisory arrangements are to be in place from 1 January 2006.
