Reframing the Future

Reframing the Future You are now leaving the DEST website is a national staff development and change management program designed to build a highly skilled and professional VET workforce capable of supporting a quality, integrated national VET system.

It funds approximately 200 projects a year in the following five areas:

  • workbased learning projects focusing on the implementation of new Training Packages and compliance with the Australian Quality Training Framework (AQTF)
  • change management projects where VET organisation managers review and redesign their work environments
  • policy debate forums
  • work by teams to develop networks or communities of practice that address aspects of the national training system
  • projects where practitioners apply VET research.

The contribution from the registered training organisations/ lead organisations in each project at least matches and often exceeds the funds from Reframing the Future.


Participants are practitioners from public, private and enterprise RTOs and industry bodies. Since 1997, more than 37,000 VET teachers, trainers and managers have participated in more than 1200 project teams.

In 2004 a strategic evaluation of Reframing the Future was undertaken to inform future planning for this national initiative. Consultants Dench McClean Carlson developed a comprehensive report on the impact of Reframing the Future over time. The consultants gathered information from VET practitioners via in-depth interviews, an online questionnaire and case studies. The overall conclusion of the report is that Reframing the Future is widely acknowledged as successful in pursuing its mission and has produced very valuable outcomes for the national system.
