National Review of Group Training

Australia’s group training network has a new set of national standards and new funding arrangements after the ANTA Ministerial Council agreed to recommendations put forward from the National Review of Group Training on 24 May 2002. The Australian National Training Authority (ANTA) led the review, which involved consultation with Group Training Organisations (GTOs), industry peak bodies, state governments and DEST. 

The recommendations endorsed by the ANTA Ministerial Council will serve to provide a new definition, new goals and key features for group training; strengthen the quality, consistency and reputation of GTOs by introducing a set of national standards; and introduce new funding arrangements for GTOs with a view to targeting specific priority areas.

The new definition, goals and key features of group training are designed to clarify governments’ interests in and support for group training and to confirm the basis on which governments will purchase group training services in the future. 

The new national standards, effective from January 2003, will serve as an important quality assurance mechanism in regulating the group training industry. Funding under the Joint Group Training Program (previously Joint Policy Program) will only be available to GTOs that meet these standards. 

The new funding model to be implemented from July 2003, subject to further work on the impact of the model on existing GTOs, seeks to reinforce the outcomes focus of government funding and signals governments’ intention to more specifically target priority areas such as skills needs, disadvantaged groups, rural and remote areas and local community needs.
